It breeds in southern Siberia, northern and eastern China, eastern Kazakhstan, Kyrgyzstan, Mongolia, Korea and Japan. It is fairly non-migratory but northern birds move south as far as southern China and Taiwan.

On the day when fine dust covered the metropolitan area in the new year, it was a Rough-legged Buzzard that I met for the first time in Gyo-dong, Ganghwa. The rough-legged buzzard or rough-legged hawk is found in Arctic and Subarctic regions of North America, Europe, and Russia during the breeding season and migrates south for the winter.

It breeds in central Siberia, Mongolia, Sakhalin, Kuril Islands, southern Japan, and winters in southern China, Korea, and Southeast Asia.
